Hi,

I am planning to build a PC that its primary use will be using Hyper-V in Windows Pro. I plan to have approximately 3 to 4 VMs(different flavors of Linux) and maybe Windows Server 2019. If it could do some gaming that would be great but that is only a secondary concern, since I will be getting my main gaming machine, once the 3080 or 3090 Ampere cards are released.

I live in California and I would like to keep my budget somewhere between $500 to $800 dollars.

I am leaning towards using an Intel CPU, but I am open to using AMD.

What would be the best CPU and Graphics card to use? Should I use 32 or 64 GB of RAM?

A 3600 or 3700X will give you plenty of threads to play with for multiple OS's on a hyper V without breaking the bank and keeping everything running smoothly.

Normally you'd only need 2-4 GB for each OS but this varies on what you'll be doing on them, I usually just give each VM 4GB so 32GB will be plenty for overall RAM capacity.

As for the graphics card, you don't need anything fancy. Just something to output video. A 1060 or even 1050 Ti will be sufficient and cheap enough that you can find on the market these days. You can even buy some used if you're tight on the budget since you still have other components to buy. Once you get your gaming machine you'll be able to remote into the server, thus no need for an expensive GPU to just chill there, I threw in my old GTX 780 in mine. 8 cores/16 threads, 32 GB RAM, a 1 TB SSD, and a passable GPU for $815.

you could drop to a very basic 1030GT (about $80) for the GPU and drop under $800, but that's a very basic card that won't do much more than 2D Indie games and esports titles.
