virus wont go away!!!!

ok so i recently got a virus on my computer and its really pissing me off. I'm currently running windows 10 64bit. I have used several methods to get rid of this damn thing but it never goes away.
I cant even use a usb drive because the virus blocks it(I think), and i cant use system restore either because when i click on it nothing happens at all. the images below show what the virus is when i use kaspersky. Even though my Kaspersky tell me its been "disinfected" it still pops up again and again. I know exactly where the file is but when i go to that specific folder and try to delete it, it gives me the error in the pic below, the virus is obviously blocking me from deleting it, please help guys!!

Solution
first off turn off windows restore. it going to put the virus file back on on reboot. most newer virus like yours is more then one part that why it keeps coming back. first off there a dropper program installed. look to see what been installed in programs and in start up. remove any program you did not install there. once the dropper program is gone use hitman pro and malware bytes to get rid of the malware dropper. from your vendors anti virus on one of the other big guys from a known clean pc download there recovery usb/disk image. boot from it and see if it can remove the virus that way too. the last bit is to remove infected registry files.

ok ill try that and report back, but how do i turn off system resotre??

 


Ok well let me ask this, I have 2 HDD in my pc C: (Main) and L: (secondary) and they are both 2TB each. I have windows 10 installed on the C: drive. Can I move my important files to the L: (secondary) drive and just delete everything on the main C: drive and reinstall windows on it?
 
Ideally you would wipe both drives and restore your important data from a backup. It’s entirely possible the virus is present on both drives or the files you want to keep.

You can try moving your files to your secondary drive and then wiping your main drive and reinstalling Windows but there is a chance this won’t be enough and the virus comes back. If you do try this I would remove the secondary drive before you wipe the main drive and reinstall Windows. Only once you have the main drive back up and running should you reconnect the secondary drive.

Don’t connect either drive to any other PC as you could infect it too.
