Voltage & Heat [i5 2500k Sandy]

Hello,
A few nights ago my PC started to act funny while playing a modded Skyrim (ENB). I got bad shutters and my CPU was 100% while my GPU dropped to 50%. Little history I been modding Skyrim for 2 years and never had this issue.

After posting an other question here ( http://www.tomshardware.com/answers/id-2265207/repairing-win.html#14006993 ) I was told to ask about my Voltage & Heat .

I have done a fresh install of Win 7, Unparked cores and updated Drivers And still having low ram usage and some concerns with how my PC is running. Main being I can not play my modded skyrim at all. Still getting low ram usage, shutters and artifacts.
