Voltage Help Please

I’m having voltage issues and hope someone can help me figure this out.

I first off began have problems with the fall creators update in which on one of the reboot during the update my motherboard hung and the vram led light was on. After that I began to have PC freezing complete lockup’s. After finally leaving hwmonitor open I noticed then what was my problem. I then update bios then went back to an older version fresh install of OS back to newest bios replaced PSU and nothing help. I RMA the board only after buying a replacement motherboard of lesser value and wasn’t have the issue even with my old PSU. So I get my old motherboard back reinstalled it and bam still having the same issue. I just RMA it again and had my newer motherboard back in for about 5 days and now it’s started to do the same thing. I’m at my witts end with this. Could the PSU have something wrong with it that’s messing up my motherboards? I've also had a friend say CPU and I just can't see that he's thought is the CPU is pulling to much voltage.

I've only got a blue screen once with my old board then I loaded optimized defaults in the bios and was still having the same voltage problems. My pc has also never shut down on me.

MY 12v rail will drop to as low as 1.7. my 5v rail will drop to 1.3 my 3.3v rail will drop to .6

Unfortunately I would say it's the PSU 🙁 as your Voltage regulation is not within spec.
To be 100% sure, swap the PSU out with a known working unit of equal or higher Wattage.
A failing PSU under load can bring down other system components.

Here is a pic of a healthy PSU. +or- 5% is the tolerable spec for the 12V and 5V Rails.

I’ve already tried that with a brand new PSU of much high wattage. I’ve got a 750 gold and I tried a 1000 platinum and it done the exact exact same thing. And the voltage reads are while the PC is idle.
 


Well then it's the MB capacitor regulation that's failing, if you tried another unit with the same result.
You should read Rail Voltages under load.?
 
Yes I’m on my second motherboard now and at first it wasn’t doing it but now it is. So I’m wondering if something is wrong with the psu that’s causing my motherboard to fail. I just sent in my original board for its second RMA.
 


I know it's been awhile but I'd thought I'd let you know I found my problem. It wound up being software related. I uninstalled aisuite 3 and it stop. So please if you see anybody else with this type of issue let them know. Thanks for your help
