Question Voltage measurement on the power jack connector

I have HP ProBook x360 11 G3 EE.
I measured the voltages at the power jack connector.Here's the photo.
I have a question. Whether the voltage value on the white cable is correct 0.00 volt ???

Yes the value for the white wire should be 0(zero). You can read through this thread.
