It's actually $29.99, upon which there's some rebate applied. So it shows as $12.99.

My system draw is 254 Watts, this is a 450W PSU. 56% of max load seems alright to me. Fairly efficient at 80+ Bronze.

Price aside, do you still reckon it's insufficient?

No that PSU is house fire quality. And on a $1500 build it would be unacceptable. You want at least a G3 / P3 or a Seasonic Prime.

Thanks for the suggestion. Personally, as long as the reviews are alright, I've been happy with cheaper PSUs. I've updated my build. It's not a Seasonic Prime, but it's a stable power delivery unit and comes with good warranty.

It's a terrible PSU regardless of warranty, and on that kind of build will cause instability.
 
To be fair for a 1060 3GB kaby lake system with a low power draw CPU like the G4560 even under load the system should only draw around 300w, a BT or BV might not be optimal, and yes they are rather poor quality (Updated B1s), but it will technically run with no problem.
You can see prebuilt 1070 systems running off generic 450w units, even lower wattages sometimes in some HP or Alienware systems, a 1060 shouldn't be any trouble with a slightly higher quality unit than that.

Go to PSU Tier Lists for power supply related questions. As for whether Corsair CXM series is crap, the short answer is yes. At its non-rebate price the B3 series offers a better performing 3.3V and ripple control. At its rebate price it's good since there is no other usable power supplies. But just because it's low priced and decent doesn't mean you buy the CXM over other units that are more expensive.

Yes it would definitely be wise to brush up. Quality of the unit matters almost as much if not more than wattage output.

Damn it was hard getting this "no compromises" system together for under $1500. Ryzen 7. An aftermarket cpu cooler that runs quieter and cooler than the 212 evo. 16Gb's of 3200mhz ram. A high quality overclockable mobo. A 1080ti. A (small) SSD for os and a few applications. A high quality semi modular psu. A somewhat nice looking (cheap) case.

I considered going Ryzen but Intel still offers the best gaming performance and I decided this would be a gaming pc. I fit a 6700k and 1080 ti in there while still having good aesthetics, what more is there to ask for?
