Well then to best utilize that one fan I would recommend actually getting hw monitor and finding out if your north bridge is hotter or your south. Then based on that observation place the fan facing towards the openings of the heatsink, the most heat dissipation comes from air passing thought the fin, since its more surface area then aimed at the side of the longer one. if your south bridge is the one thats hot which looks like it would be due to the air flow, I would place the fan aiming as drawn on the fins blowing through. you can even use a modern case fan and place it on the much larger northbridge, I even spent 15 mins drawing you the best possible diagram that I could for amazing airflow and cooling. Just be sure you have an intake fan on the front up top, or the front bottom, a side intake fan right in the middle or a little higher would be great aswell. take a look, the white arrows are the airflow, the black squares are fans. the one on the heatsink could be a 80mm 100mm 120mm whichever fits the length of the sink, and the other you can actually ad a 40mm, or do what you did with the northbridge and get 1 size according to the length of the heatsink. the white arrows are the airflow as i guess you have it setup in your case, you can see why your vram heatsinks are having issues because without these fans added, its a complete deadzone other then the air on the top of the case being pulled out and the exauhst, anything lower will heat up. and its always good to have a fan with a filter or no filter placed on the bottom of the case, make sure you have case stands.
This will pull the falling cold air outside the case up from the bottom where its the coldest and straight over your GPU whuile the rest goes to the CPU area, one in the front next to the harddrives also cools them and pulls air directly into the CPU space.

Oh and last tip, you can actually get a splitter for the CPU or SYS FAN and use that to power the bridge fans. by adding these fans I bet you will be able to OC your MOBO and cpu or gpu more if that is what you desire.
Edit: I do Honestly believe that those fans will make the airflow of that case almost perfect, it will really drop the temps on almost all your components especially the vram and bridges. Also I have seen some people attach fans to there water cooling tubes with zipties to cool ram and move air around the case. that is all optional, I dont know if its beneficial or what, Just what I saw.
