Question W10 / 2 USB HDDs. One powers on when I boot the PC, the other does not unless I push the power button.

As the title says, W10 / 2 USB HDDs. One powers on when I boot the PC, the other does not unless I push the power button. Switching USB ports does nothing. The one still does not power on unless I manually push the power button on the USB drive case.

Can anyone figure this one out? Thanks

Unless both have a power button (you supplied absolutely no usable information) this is completely normal operation.
