Question W2123 appears to not Turbo and gets poor benchmarks

I have a Z4G4 with a W-2123 in it. When i run CPUZ, or any other program, it appears to bump up to 3.7GHz multicore but in single core, it stays at base speed. It looks exactly like this other persons issue titled " Xeon W-2123 won't turbo boost, stays max @3.7ghz". We have HPZ440 computers with E5 1620V4 chips that appear to work correctly and benchmark about 200 higher in multithread and about 20 better in single thread. Everything i read says 2123 should be better but it sure dont seem like it. I have gone through BIOS a few times trying different things and upgraded to the latest BIOS and it always seems the same.

Any ideas?
 
I ended up finding a program called throttle stop and it shows that C states are 0 when running stress tests. I can turn turbo off and i clearly see all cores run exactly at 3.6GHz. If its on then it runs at 3.7GHz. Whats strange is when in single core stress, it still only shows 3.7. Its like it wont go past that even though the cpu says max turbo can be up to 3.9GHz
 
Just for update. I ended up buying a new cpu , w2135 and it works perfect. Turbo is running all cores at 4.3x GHz. Seems like other cpu just wouldn't ramp up as much as i thought it should.
