Wait...My Ram?! (Ram Issues)

Hello People!
So I recently bought ANOTHER pair of 1866Mhz 2x4gb ram, and installed it in my computer.
I booted up my computer and checked the ram settings, and it said that i was
using 7.90gb out of 16.00gb. Also, it was using 1600Mhz instead of the proper 1866Mhz.

I don't even know how to start. How do I get my computer to use my ram correctly?

Any help is appreciated! Thanks.

I went into my computer settings and it said that the maximum memory was 7.90, but it detected 16.0gb. Also i checked in my bios and it said that my Ram was clocked at 1600Mhz instead of 1866. This is the ram i bought: http://www.newegg.com/Product/Product.aspx?Item=N82E16820231538.

If it detected 16gb, you're probably good to go. I'd try stressing the RAM by running multiple programs to see if it fills. You'll have to manually set the RAM to 1866. It's not at all uncommon for 1866 RAM to run at 1600

Ok I got my Ram speed fixed, but when i go to PC settings it says "Installed ram: 16.0gb (7.90 GB Usable)". Any ideas on how to change this?

Edit: I found the setting to fix it: msconfig-boot tab-advanced settings-maximum memory. I checked that box, but what maximum memory do i put in the input? 16 for 16gb of ram?

No it is not according to my current experience.

Check the box and select some value and restart your system.

Check your usable ram now. If it is fixed then fine else

Uncheck the box and restart.

It is important to follow the order, you cannot remove the check now and restart.

Alright I've put the the value 10000 in the box and restarted-no changes. I also unchecked the box and restarted-no changes. Any thoughts?

Edit: I checked in the task manager, and I am still getting the same rates (used ram percentage) as before when the extra ram was not installed.
