[SOLVED] Want help with micro stuttering

Hello,
Ever since building this PC I have had some micro stuttering issues with demanding open world titles such as Red Dead Redemption 2 and Metro Exodus. Two major fixes i recently tried was upgrading my memory to 2x8GB 3200mhz RAM and reinstalling windows and neither really helped. So im thinking the problem is my proccessor but i would definitely appreciate a more experienced person's opinion. I uploaded a video that showcases the fps drops and it seems that when the stutters happen(after the character opens the door at the start) cpu usage spikes up and gpu usage drops which is what makes me think its a cpu bottleneck. Could the problem possibly be fixed if i overclock the cpu? my specs are:
CPU: I5 8600K @ 4.1G Ghz
GPU: RX 5700XT
MOTHERBOARD: Z390 UD
RAM: 2x8GB @ 3200MHZ (with XMP profile enabled)
PSU: Corsair CX 750
SSD: Samsung 870 evo (500GB)

I know it doesnt seem that bad but its there and I want to have a "clean" experience with this lil thing i built. Any help would be very appreciated :)

Try these:
  • Disconnect from internet
  • Uninstall gpu driver using DDU (clean and do not restart).
  • Uninstall all the processors on device manager (should be 6 on yours) like this:

  • Restart the pc to bios, and update to the latest bios(download, extract the files and copy it to flashdrive, plug it on top rear usb slot then reboot to bios and flash the bios).
  • boot up to windows and install the latest Intel Chipset driver, reboot and connect to internet.
  • Install the latest radeon driver.
  • And check windows update (and optional updates) if there is any. Also enable Hardware Accelerated Graphics Scheduling...

*do this all offline until reboot after installing amd chipset driver, also you may reboot to bios after all of this to set the XMP (and manual tune the timing if you want), make sure your ram is on slot 2 and 4. Download needed files (highlighted word) before doing step 1, do the step by orders.

Make sure the psu connected to the gpu is 1 pcie cable per 1 slot (use main cable, not the branches/split):
