want to disable speedstep without having to reboot

when i disable it, the whole system has to reboot. i've tried just putting power plan on performance mode, but it doesnt work since it probably conflicts with speedstep. any simple way to toggle between 100% cpu usage and speedstep power setting?

im not really worried about it, when idling its around 33 degrees, when im playing a game like bf4 on all ultra settings its about 45-60. but i was just thinking i c-states were hindering the performance of my cpu.
yeah but when i do want to moderate my cpu usage i have to go through the whole process of configuring everything again.

ive come to the conclusion, its best to leave speedstep on but disable c-state and c1e.

im getting better performance like this at the cost of my cpu being about 5 degrees hotter... big deal.
