Hello, I'll start off with that I have a i5 4670k, that's paired with an ASRcok Z87 EXTREME6 Motherboard, and 16 GB of ram.
Now that I feel like my old system needs an upgrade I want to make sure I get a greater processor than I have now. Reasons for upgrading is I feel lagspikes in certain games as Dota 2, and sometimes CS:GO (In Dota 2 it's most in intense teamfights, my FPS just drops down below 70 to the low 60)
Now we have that settled, i would like to show you what I am going to buy, as well what I am going to keep (PSU, GPU, HDD, SSD)
My GPU: ASUS Rog Strix 1070 08G
PSU: RM750X
SSD: 840 EVO 120GB SSD
HDD: 500 GB WD Blue 7200RPM
Here is what I am going to order as soon as I can get some input and thoughts.
Motherboard: ASUS ROG STRIX B350-F GAMING
CPU: Ryzen 1700
RAM: Corsair LPX 3200 MHZ 16 GB
And to top it off I'll be putting it in the Fractal Define R5.
So my questions goes here: Will this build be fine equal, better or worse, than my current CPU?
What can I do to improve like, stay with Intel? If the best choice is to maybe upgrade, should I just straight out of the box OC with the cooler than comes with the R1700? The ram, how do i make sure they're oced (I heard it a silicon lottery to get them to 3000 MHZ stable?)
Also how can i be entirely sure that Flashing the BIOS won't brick my board (If my PC is unstable, can't it shutdown then? Should I then Install windows and make sure everything works for 1~2 hours before flashing?) I hope you guys can figure out what I mean so I don't confuse you all, hope I can get some great insight here, thanks in advance :)

waste of money specifically for gaming

simply grab a i7 4790k it is compatible with your mobo after a bios update

this will beat all ryzen at gaming

The problem is, i feel my PC is unstable, I have tried a lot.
Memory Change, OC them, remove OC and everything.. Nothing seem to make my computer stable, as well I have in mind maybe try and stream.
But since I don't know if it's something for me.

sounds like user error

your current combo of cpu and gpu should be completely destroying those games

install msi afterburner and keep a tab on both cpu and gpu temps

as well as core speed and memory speed on the gpu

is your ram properly using its XMP profile?

also keep an eye on the cpu, does it ramp up to full speed? is it stuck at something way below its stock speed?

you have some fixing to do before tossing money out the window

This comes also after complete reinstall, and all drivers updated.
My CPU spikes in Dota 2, eating it all up when I get into intense teamfights, my CPU doesn't hit over 60 and my GPU hits between 52-59 when playing.

mobo bios and drivers up to date?

you monitor temps while playing? thats good

are you also monitoring their speed?

First off: What is the resolution of your primary gaming display? Intel is the best option for a high refresh 1080 screen while either the i7 7700 or R7 1700 are, near enough equal at higher resolutions.
Second: Experiment with the render options, I think Nvidia cards do better with OpenGL rather than Vulkan in DOTA2.
Third, Try overclocking the current i5; both games respond well to increased frequencies.
Fourth: Obvious housekeeping applies, disable as many programs as reasonably practicable to conserve CPU cycles and memory resources, this is particularly true of streaming/recording services.

I am playing at 1080P, Likely games locked with VSync so they sit at 60 FPS, else Dota 2 CS:GO and BF3 i lock in different frames. Dota 2: 120 CSGO: 180 And BF3: 75 Even Overwatch I have locked to like 80-90
Dota 2 is more CPU intense than GPU Intense. I am not that good with OC, also since Prime95 i get low 70 degress on my CPU.
