So last year I started building my own PC, but never got to finishing it...

I currently have a Fractal Define R5 and a coursair 760w 80+ Platinum ATX PSU

Here is my current parts list...

https://pcpartpicker.com/user/MrWaster/saved/#view=XJXtt6

I own a web design business and so that requires a lot of multi-tasking and i would like to have a super machine to tear through whatever I throw at it. I would also like it to be able to dome some gaming (like civilization or planetary annihilation) for my down time...

Any suggestions to my build? I would like something a bit cheaper and more efficient if possible.

Get atleast a GTX1070 instead of GTX1060. It will fit in your budget.

Well, I don't know how much you already have in your system, but you probably don't need a motherboard that expensive. Here is another asus mobo that has similar features. It doesn't look as nice though. https://pcpartpicker.com/product/9L2rxr/asus-motherboard-z170p Or you could go even cheaper. This one looks pretty nice, but it doesn't have SLI support. https://pcpartpicker.com/product/kGcMnQ/msi-motherboard-b150mmortar

Probably don't need liquid cooling but it is nice and quiet. I don't know much about cpu coolers so don't want to suggest any.

You also probably shouldn't bother with SLI. It might look cool to have two video cards, but not all games were made to work with SLI and the ones that do work wouldn't get full performance out of both. If you have the money to buy both, just get one that is better. heck, just one gtx 970 isn't a bad card. (note: I only have a gtx 950 Wish I had the money for something better, but it works just fine for the old games i'm playing on it for now) I don't have Civilazation or planetary annihilation, but do they really need that much power? you could get one GTX 1070 for less than the price of two 970's. You could get one 1080 for about the same price. Or you could wait a month or two for the prices to go down. https://pcpartpicker.com/product/fKp323/msi-geforce-gtx-1070-8gb-video-card-gtx-1070-gaming-x-8g

Even for Red and Black build it is meaningless to get i7-6700K and a GTX1060 combo. Save some more money and get this.

I like it! But I think I might swap out the 1080 for a 1060. Would that still be good?

Or if you wanna stick with GTX1060 Then atleast go for better looking Motherboard which is ASUS MAXIMUS VIII HERO and upgrade to GTX1080 in near future.
