WARNING!!! When connected to the internet my GPU's hit 100% idling

I have an XFX 7990 and I noticed a few days ago the GPUs hit 100% in idle until I move the mouse, then it'll return to normal for 30 seconds and then hit 100%, and so on. I messed with new and old drivers and set UPLSto 0, unfortunately, this did not solve my issue. I put the card in a lower PCIe 3.0 x16 slot away from the i7 4770k and put more fans toward, in case of burn out. Basically, I don't leave it unattended. After further faffing, I noticed it only does this whilst connected to the internet. This leads me to believe its malicious, yet I've not traced anything after a scan, nor have I found any of the usual suspects under win processes viewer. Is this a new threat or is it to do with Skype that I've read of, that's seams to have installed its self under the win8.1 update. I've Skype on my other system which has the identical programs running with no issues. So, if you've not heard of this before, be careful. If you have, and you've successfully tackled it without a wipe, could you tell me how please?
Thanks in advance.

Update:
Problem solved. The card had not died. After much speculation by many and an RMA of the card its self I found out my XFX PRO SERIES Gold 750watt to be faulty. A tester showed it was working fine, yet after a shot in the dark try with a friends 500watt generic PSU I was able to obtain a display. I bought a corsair cw750watt bronze (all I can afford) and all issues are now resolved. Thanks for all your input.
Looks like miner bot, somebody has been downloading porn again, hasn't it? 😉 Somebody is using your gpu to mine litecoins at your GPU's expense!

Download process explorer, go to settings, add gfx consumption to the tabs and state the file that is causing the GPU load.

Thanks, I'll give it a go. Unfortunately, I use my other PC's for any downloading. Except for win and prog updates, this rig should be clean. Unless its off a portable HDD from my other PC's that has no issue but only has gt 640, I'm stumped!
Thanks again bud. I'll let you know.

Unfortunately, I've not been able to locate any noughty programs/processes. Still no joy. I think the smart play is to wipe the C drive and go from there. However, this must be a weakness of AMD drivers alone or Nvidia have just been lucky!

when running process explorer, the problem doesn't happen but it does if I close it. On a more worrying note, I was watching it for any rises in power usage and all was normal with a temp reading of 36c and the screen went black and the fans instantly went very loud. Louder than I've ever heard before. I shut the PC down and turned it on again after 5 mins, no signal and fans are flat out. I unplugged the monitor lead and the fans went quiet. Plugged it back in and the shot up again. Windows is running because I can hear its welcome tone through the speakers. Does thus mean, or sound like my card is dead?

That is usually the first symptom of graphics card death, yes. It would seem that whatever cause your load to spike burn the card but I cannot be sure. What you need to do is take the card to your friend and test it on his rig if it still works. If it works, then borrow another card and set it in you rig. If it works then check if it runs at full power.

Once you get your no signal issue worked out, you'll want to look for a process named

msdn.exe

Thats the miner virus ive seen, very similar behaviors.

If its there, end it and run an updated Malwarebytes Anti Malware scan.

I think my card has had it. I managed to get it running after a wipe using the built in Intel graphics in the 4770k and wiped the sad. After some time updating drivers etc I thought us better test the card in case, save me from waisting time installing programs etc. I ran windows indexing score to stress the card a little. The screen went black and the fans hit full blast simultaneously. The cards been tested with 3 monitors, its other 4 ports and two other slots available on the Z8Z GD65 with no joy. Also, I tried another card (Nvidia GT 640) and that has no issues. I can't try the 7990 on any other machines because their all to small to house its size :-(
