Was boot looping, now it's not turning on. Help. Edit: now it's doing something else but still won't post

Specs: evga x58 motherboard
G skill ddr3 8gb ram x4
(I honestly can't tell you what cpu is installed, I'm sorry)
G force gtx560 gpu
Corsair hx1000w
Some hard drives and dvd etc.


So I come back to my computer after it was on overnight to find out not sending a signal. Odd. I restart the computer and it starts up only to turn off after a few seconds. It then starts back up, then of again. This repeats until I turn the thing off at the psu.

I go in and investigate; I unhook the restart button. Not it. I investigate solutions and the mention cmos and motherboard codes. I notice others have a similar cycle of f3/f6/68 crash. I try replacing and cleaning the watch battery. No good. I try rearranging the ram, trying different ones. No good. I try just one in there. No good. I know which is DIMM 1 and have been using that to test. I start working on checking if wires are loose and all. No good.

This is a used computer and came with two gpu; one of which has never worked according to system info. I decide to finally remove it. No go.

Some time in checking wires the system stopped turning on. No more loop. Psu is still working because the blue light by the ram and all still works. I've been using the on board power and reset; nothing is happening.

Of note: this computer has always had a single cycle it does after it's been unplugged. Turns on for a few seconds, off, then turns on like normal. I've owned it for a couple years and it was already a few years old at the time. I get the impression that all of this was top of the line when bought. I did have some problems now and then with hdd not being recognized by the bios. I've never figured out why that was and only was a problem in regards to booting properly.
 
I plugged some fans back in, mess with it more, now it will turn on. Fans, led: power remains on, no looping. But there is no post. No error codes either. I've swapped out three graphics card, no result. Starting with no ram gives me the same result.

Only thing of interest I've found: the cpu hsf has a dial on it from low to high. The fan itself does not seem to spin... But when set to high the top case fan spins slower; this is noticeable because when it spins fast it's quite loud (it's just slightly loose).
