Solution
Processor: Intel Core 2 Quad Q8400 @ 2.66 GHz or AMD Phenom II X4 940 @ 3.0 GHz
Memory: 6GB RAM [Watch Dogs will run with 4GB, but you may experience frequent stuttering]
Graphics: GeForce GTX 460 or better
DirectX: Version 11

Your CPU does not meet minimum Specs although it may run the game, you need a Quad core for this it's a very demanding title with a Buggy Graphics Engine. Look into Ebay and grab a Q9550,Q9500 or Q9450 they run $35 to $55 on Ebay and Overclocked to 3.5ghz or better they should handle a mix of Low to Medium settings.

Your GPU is slightly above the Minimum, Overclock it and with one of the above CPU's you should be able to handle less spiky FPS.

It's your cpu and gpu

The 260x won't playit well you need something like a 270x or a 760 or up

As for your cpu it's recommended you use a quad core ivy bridge 3.5ghz and above

I believe it's yohr gpu holding you back but it's most Likely a combination of them both.
Try driving the textures to low and graphics settings to low and work your way up
If everything low doesn't fix it try updating your drivers and lowering the resolution and turning vsync into 1 frame

Also overclock your ram and gpu (cpu if possible) as that will help with

that's weird, my gtx 960 and fx-6300 runs it fine at ultra with a few things turned down without huge drops...

im using hw info so it tells gpu is using only 50 to 60% ...may be its cpu. i have changed the graphic settings and this doesnt make any different..

hii 1080p sme medium and ultra :) actually my graphic card uses only 50-70% while cpu uses 90%

thank you!! can you suggest me a good mother board to over clock a core 2 quad cpu (ddr3 support)?

i am noted... appreciate :)

If you are gonna upgrade your mobo and processor do it to an ivy bridge or something. Do t waste money on another q series cpu only to HAVE to overclock it to barely meet or surpass the minimums. Sandy ivy haswell Devils canyon hell even amd's 6300 8320 8350 can all be had at pretty good prices! Go that route and do it right imo.

I got my wife's fx6300 with mobo and 8gb of ddr3 ram for under $200. Got a case, dvd drive and 1tb hdd for another $120. Already had gpu and psu as you clearly do (although I would probably upgrade if it's old) so aside from psu and gpu I spent $320 for basically a complete new system that she games on now.
