Watch_Dogs 1 Running Badly on Good Laptop

Watch_Dogs 1 running badly on my laptop. Constantly falls under 30 even on lowest settings (1080p) even though it far exceeds minimum specs. It was plugged in so it's not because of downclocking and I've already made sure it's running off the 1050 not the iGPU.

Specs: Dell Inpiron 7000 Gaming (New)
i5-7300hq
GTX 1050 4gb (yes, 4gb with non-ti idk why)
8gb DDR4 RAM
Windows 10
