Water Cooling fan not spinning at all.

I have problem with my water cooling system recently. The fan mounted to radiator is not spinning at all. I think it can just stop spinning when the PC is at low temps (idle temps 30-35). Also when gaming the fan is barely spinning, it is like it spins for some time and suddenly stops and this happens over and over again. It caused my overall temps to increase by almost 10 degrees and now I am getting 80 degrees Celsius when gaming because fan is not spinning properly.

I also found out that it starts spinning when PC is under heavy load and fan is spinning pretty much normally at 80%+ speed. Also BIOS and some other softwares show CPU fan spinning at 800-900rpm when the system is idle but it is not spinning. What can be the cause? The system is pretty new I have it for like 6 months and it worked fine until now but this makes me mad. I also have a AIO Pump connector at my MB but I am not using it and the pump and fan are connected to CPU fan header. Could this be the reason behind this? Or can it be caused by some short or defective component?

My system: ASUS TUF Z270 mark2
CPU: Intel Core i5-7600k stock
AIO: EVGA CLC 120
GPU: SAPPHIRE R9 290X 4gb
PSU: EVGA SUPERNOVA 750 NEX
RAM: Patriot Viper4 8gb 2400mhz
 
Solution
Pump should be connected to AiO_pump header and set to run full speed all the time. Since you have everything connected together with fans, BIOS doesn't get correct speed reading but some average of fans and pump.
