I have gtx 970 and an i5 4690k, I want to overclock them a bit so will a 240mm rad and a 120mm rad be enough for this? and if I add another overclocked gtx 970 will I need another 120mm rad?
The general rule of thumb is 120mm of radiator per device you are cooling. So for a CPU and a single CPU 240mm of radiator would be enough. For two GPUs and a CPU 360mm of radiator is recommended.

Given the fact you are overclocking, 120mm per unit will not be enough. You need to determine your loop TDP and evaluate the radiator cooling potential, flow rate and fans for the Delta-T you want.
and its easier to just use bigger or more rads than you may need to begin with--if you want to add another 120 rad later it means draining the loop etc
my 240 + 360 is probably overkill--though i am heavily overclocking
but it does mean i can turn my pumps and fans down to the point i can barely hear them but still get low temps
