Yea that's a little hot idle, standard idle temp should be around 20c to 30c, at average standard room temp (20c). If your room is fairly hot it could be down to that as your fans are drawing in hot air. If not then I would check your mount and make sure that when you screw down your CPU block that you are tightening in a cross pattern to get an even spread, I would also clean the old thermal paste if and reply it for better temps. Just use some rubbing alcohol to remove the old thermal paste from the CPU and cpu block.

A bad mount is where the CPU block is not touching or screwed on properly so there could be some thermal transfer issues between the CPU and CPU block, this means that the CPU block cant cool the CPU to its best ability.

I disagree. I think you need more radiator for a 4.6Ghz overclock. At least an H100i, if not a thicker custom 240mm radiator. Personally, i would go with a 360mm radiator if you have room. I do not think reapplying thermal paste is going to help you in this situation at all, period. You should be in the 30c range at idle, and you will not gain -20c by reapplying thermal paste. Period
