I have 2 loops in my case, one for my cpu, and one for my gpu. The gpu is getting 70c under load, here are some pics. Not sure why the temperature is so high, i have two pumps, two reservoirs, two radiators, 6 fans

Solution
What RPM are the fans and pump? If the flow rate or fan speed is too low that could be why. Try cranking those to max or near max RPM and see if the temps remain the same, if they do or near 70c then you have a contact issue with the waterblock and the GPU die.
