Your problem sounds somewhat similar to the one I had with my WD My Book External HDD. Mine ended up being the USB-SATA pcb. Replaced that with another pcb with the exact same #'s (mine was 4061-705094-001 Rev AA with a JMS538S IC chip). Got it off ebay for about $35. Plugged it in and it worked perfectly.

To give you some background my HDD problem. The power light remained on (steady, never blinked) and would not shut off using the power button on the back of the case or go off when I shut down my desktop. Drive was not recognized in Disk Management, Device Manager, or Windows Explorer and it would not spin up. I took the drive out out of the case, removed the USB-SATA pcb, and plugged the drive directly to my desktop. Drive would...

This might be a time for a local or a distant data recovery company/specialist. If you find a local or distant DR person, let that person guide you through whatever must be done to, hopefully, possibly, recover your data.

Drive was not recognized in Disk Management, Device Manager, or Windows Explorer and it would not spin up. I took the drive out out of the case, removed the USB-SATA pcb, and plugged the drive directly to my desktop. Drive would spin up and be recognized in disk management (as unallocated) and in device manager but not in Windows Explorer. As I'm sure you're aware this is due to the encryption WD so wisely added in using the pcb to do so. Take the pcb out of the picture and your data is unreadable.

Just make sure you get the same #'s if you try this. I read where some of the revisions are compatible (I didn't want to take a chance and got the same one) but why chance if it you don't have too. You must make sure the IC controller chip is the same number as it is what controls the encryption. Some people said this did them no good but I lucked out I guess. I suspect they either did not get the correct pcb or their problem was something else.
