WD My Passport can't be seen by Windows Explorer

It would be really helpful if you share the details that @Multipack asked you about. In addition I'd also suggest you share a screenshot of your Disk management in Windows (e.g. via Imgur).

Is this a brand new external WD My Passport or do you have data already stored on the drive?

If it's a brand new drive, you will have to Initialize the HDD first and then Partition & Format it through Windows' Disk Management. These procedures are to be executed only if this external WD Passport is a brand new unformatted HDD. If there are files on it, these processes will erase all the containing files, so be careful.
