Question Weak PSU causing underperforming

Can a weak PSU 550W cause lower performance and stutters on my build?
I've read that my GPU requires atleast 650+W
My pc build:
CPU: Ryzen 7 3800XT
CPU cooler: don't know but temps aren't high
Motherboard: TUF GAMING B450-PLUS II
Ram: 32,0GB Dual-Channel DDR4 3600MHz
SSD: 119GB TS128GMTS430S (SATA (SSD), 1907GB Lexar SSD NM620 2TB (SSD)
GPU: MSI GeForce RTX 2080Ti GAMING X TRIO 11G
PSU: 550w
OS: Windows 11 Home

550W is the advertised wattage of the unit. What is the make and model of the unit? How old is the unit?

You should actually look into a reliably built 650W or higher wattage unit;

Hi, Im currently at work so I can't check. Once I get home I'll look and answer. I'm just asking if a low wattage PSU can make your PC performance worse. Thank you for you answer

No, if the PSU can't keep up you will get crashes, the GPU needs 650W for transients (google it) not to run normally without stutters.

Use Vsync ,or any other sync method you may have, to reduce the stress on your system and get smoother gameplay.

If somebody tuned the system for 550W then it could be that they reduced the power draw of the CPU and or the GPU to keep them below the max which would just reduce max performance but would not cause stutters.
