Question Web app for logging events

Hello,
I need to find some web app (I guess), very simple, basicly only functions there need to be writing messeges (in our case its event logs in our factory from our foremen), ability to pin it so it wouldnt scroll or move when newer logs or messages come, and some filtering (from who, priority, dedicated to some group etc.)

Can someone help?
I tried google, but I have no idea how to express it shortly.

How are these messages generated - by a human, or by a computer process?
I suppose some of "Project Management" web apps (Jira, Asana, Smartsheet) will do that for you.

Human generated. E.g. Foreman finds defect, posts it in this Web app, and if needed pin it on top so it wouldnt roll down with new additions.
