What model HDD? Is it some slow SMR hard drive?i transfering data from ssd to hdd. it start hundred of mbps before going below 9mbps. i dont think this normal. please look at the picture. anything to fix this annoying problem?

Transfer speed is limited by the slowest device.
Check HDD with HDtune health. Post screenshot.
Fast until write cache is filled, if it's one large file it will not be emptied until writing is finished,

Hard drives have a small amount of memory on them called cache. This is to make the apparent performance really fast for small data transfers. Some applications, when writing to the drive, may refuse to respond until the drive comes back saying "yeah I wrote it." So to get around this, the data is written to cache first, reported as done, then at some point later, the hard drive will commit that data. The application doesn't know any better and goes back to doing whatever it was doing sooner.I have no idea what your saying 😵
