Weird ghosting issue

Hello, i have been going through a single issue for months, i got a new pc and an aoc2460pg(144 hz) earlier in the year around february, it was working fine for about 2 months, then i started getting this issue, https://drive.google.com/file/d/1_aU0_CssmQSN_gs7lHtRBBPGfkeEVI1u/view im not sure if you can notice it there, it dosent show up in any video recordings or when itry to stream it, the first thing i did was replace my monitor( same model), and then ibuypower replaced the gpu they said it was that, same problem, then i replaced the motherboard on my own, same issue, i honestly dont know what could be causing it, my specs are i7 6800k 3.4ghz, gtx 1060 6gb, 16 gb ram.

if you can see it in the video whenever my camera moves in game it gets real blurry and almost like double visony, this is especially hard in overwatch when there is so much movement and aiming requires it has made me drop several tiers in ranked.
 
Weird or weid? I thought it was a new acronym.
Having watched your little video I cannot see exactly what you are reporting about.
Your monitor has NVIDIA G-SYNC enabled.
Is the in game resolution setting set to the correct resolution, for example: 1920 x 1080 (144) compared to 1920x1080 (60)?
How are you recording or streaming, which software/hardware?
 

How blurry it is when I move the camera in the game, Its worse when actually in a team fight, also it does this for every game, but recording on twitch, or the NVidia capture it shows up normal, but I know on my monitor its super blurry when moving
 


ive done everything, tried differents settings in NVidia, nothing seems to help at all
 
Also its not just overwatch, its any game, for example in isometric games panning the camera across the battlefield will cause a similar blur/microstutter.i don't think its my monitor because I even bought a 144 hz 2nd monitor an acerGN246HL just to compare, could my hard drive/power supply cpu be causing this kind of issue?
