Question Weird graphics bugs

I have been having graphical issues for quite a while (maybe 1 year?) now. Nothing too major or game breaking but it really takes the enjoyment out of certain games. I recently upgraded to a 4070 ti but the issues have persisted or even perhaps gotten worse than when these issues first started with my previous card a RTX 2080. I have tried to look up what's happening but I lack the proper knowledge of terminology. Is this a graphics card issue or is it a problem with something else in my computer? I have messed around with the Nvidia control panel trying to see if a setting there is causing this but I found nothing. Also, it could just be me, but I have been noticing WAY more aliasing in games since I installed my new card. If needed I will record footage of it later. I will also mention that I even uninstalled my drivers with DDU and reinstalled them and the problem persists.

This graphics issue is not specific to this game and also appears in other games that have water reflections.

This graphics issue is not specific to this game. I have this same weird erasure of shadows when things are in front of objects. It effectively creates a glow around items that are in front of shadows.

Any ideas what could be causing this? Should I RMA my new card?

I literally see nothing wrong with this video, so I don't know what you're referring to. I've watched it several times and zoomed in with and without my glasses. On the second video all I saw were shadows on the walls.
 
Any ideas what could be causing this? Should I RMA my new card?
Have you considered, it might be your monitor, that is causing perceived image issues?

What model monitor are you using?
NOTE - VA monitors often have ghosting artifacts.
You can check it with UFO ghosting test.

could be ghosting from monitor
It can't be a monitor issue since it can show up in a recording and be captured in an image. Also I can see it watching the video on my phone.
I can see squares in the images, but I can't see anything in the videos.
YouTube compresses videos, but it is very noticable when I play in real time. Objects trail on water surfaces and sometimes in skylines.

My monitor is a LG 34GP83A-B 34.0" 3440 x 1440 144 Hz Curved Monitor. I don't think it's a monitor issue since even my friend can see it screen sharing over discord. If it was a monitor issue why would it show up in a captured image as well?

It would be rather unlikely to have the new video card with the exact same problem as the old card especially since they're not the same card.

I would pop on a different monitor to check that first. So you can rule that out.

Ask on the forums for that game to see if anyone else has the issue or if there is a game setting that fixes it.

Now I am experiencing a new issue. Every so often now on either of my screens, the text appears pixelated and there are some out of place pixels. First image with problems circled in red. Second image it corrects itself, and third image it shows a green line artifact.

I have that ghosting issues on some games that use TAA. It's not your graphics card, it's the game. Try using other Anti aliasing and turning off motion blur.

See this is what is bizarre. In War Thunder for example the blurring exists regardless of graphical settings. Even with TAA disabled the blurring on water surfaces/sometimes the sky remains. Well, I guess I'll just live with it even though its distracting and makes games look worse.

Must be just your game. Do you use DLSS? Have you tried reinstalling it?
