Weird little stutters

Hello there this has been a problem for a long time for me.

SPECS :
850 Watt Corsair PSU
i7 4790K
GTX 970
ASUS Z97 MAXIMUS VII
8GB RAM
H100i Corsair CPU Water Cooling
Windows 8.1 64 bit
1TB WD BLACK HDD
1TB WD BLUE HDD

I play CSGO a lot of the time and it doesn't stutter atleast its not noticeable but when I play games such as ARMA 2 or any other games I can notice little stutters that make the game very annoying to try and play with.

If you guys have any ideas on what this could be then please give me suggestions I've tried everything reinstalling windows, updating drivers and changing all computer parts apart from the PSU as if the PSU was causing stutter lag surly it would be causing other problems

Did you try to disable vertical sync for those games which were stuttering?
