[SOLVED] weird monitor effect that sometimes happenes, Display issue or graphics card?

I noticed this while watching a stream VOD, as well as other websites. its not too frequent, but it does happen about once a week
Nvidia recording does not capture it, and it seems consistent to specific website sections (as chat scrolled up, the glitching continued with it)
my graphics card is a 3060, and my monitor is 144hz.
any ideas what this could be?

I would power down and reseat the GPU....the GPU power plug(s) at both ends (if modular PSU)....and the cable going to the display.
It's possible it's a bad connection.
