Question Weird mouse lags

hi
so i have this weird mouse lags , it feels like my mouse is moving with delay and laggish feeling [ basically if i flick people its okay but if i have to trace the enemy it has this weird laggy feeling to it ] , ive had this problem for quiet some time now at first i thought it was my pc , i changed almost all the parts apart from PSU and i still have same problems...
It cant be my mouse or anything else i have same equipment for some time now but when i play on LANS/different pcs it works fine.

I had this pc specs
i7 7700
some cheap motherboard
gtx 1650
16gb hyperx ram
and a cheap ssd

the current setup:

Intel Core i7-9700K
ASUS PRIME Z390-P
Noctua (NH-D14) CPU Cooler
250GB Samsung 970 EVO Plus M.2 SSD
16GB 3200MHz DDR4 RAM Kingston HyperX Fury Black CL16 (2x8GB)

And have the same psu since the start
njoy agon 600w (https://www.njoy.ro/PSU/agon600)

So basically i changed everything apart from PSU and i want to know if my psu can be the problem ?
 
I've had this issue for 2 years, I thought it was after I upgraded to W10. Around the same time my 780Ti died so I upgraded to a 1080. Took me a while to figure out my (2014) i5-4690k was bottlenecking from the GPU upgrade, so that might be the problem right? Upgraded the CPU and RAM, small improvement but the issue was still there. I finally figured out it was my USB headset, tried different USB ports, it would work for a while but the issue would pop up again.

This is what worked for me: My headset sample rate and bit depth were set to "2 channel, 16 bit, 48000 Hz (DVD Quality)", change it to "2 channel, 16 bit, 44100 Hz (CD Quality)". Thats it! The headset was drawing loads of power from the CPU, causing the input lag.

Right click on speaker in the bottom right of your taskbar, click on "open sound settings", click on "sound control panel" on the right hand side. On each of the "playback" & "recording" tabs click on your headset, go to "properties" and the click "advanced". change it there. Hope this helps.

but then the audio sounds ass?
