Weird power thing

So My new homebuilt is working now except for one quirk. When i shutdown the PC it wants to start up right away again...an no i didn't hit restart :| Any ideas why the power comes on by itself?
Also, I can't tell if this is related, but it normally takes two kicks at the can to actually boot. That might be linked to some bios settings I changed but it's weird that it always takes two tries and then works fine after it boots.
Ideas?

Specs?

If windows shuts down normally and then proceeds to restart after, it may mean bios settings. 1. Disable password protection (or shutdown = restart on some mobos); 2. Set ACPI Suspend Type to S3/STR in power mgt.

Weird - the same things are happening to me.
I'm using a Biostar P43 board and a Corsair 400CX, what are your specs?
