Weird problem, please help asap

Ok so yesterday while watching a videos full of transitions i noticed something weird, everytime theres a scene where colors changes quickly theres this small box that appears on my monitor like it was late in changing colors so you can really notice it , heres a video so you get the idea, please help !!
heres what ive done so far,
go to safemode - seems to solve the problem

change cables - no luck
update gpu driver- no luck
update drivers - no luck
tried to use cpu display instead of gpu - no luck
so i suspect this is a software issue? please help!!
heres my specs:
asus h81m-d
i3-4150
strix gtx 950
500gb wd
8gb hyper x fury ram

I would suspect the driver based on your statement if your in safe mode this doesn't happen (as it bypasses vendor gpu drivers)
I suggest downloading DDU (web page http://www.guru3d.com/files-details/display-driver-uninstaller-download.html its at the bottom of page)
save it to desktoip
download and save to desktop a new copy of your video card driver on your desktop
boot in Safe mode, run ddu and do a clean/reboot selection
once rebooted, give it a moment to settle in and run the new GPU driver
REBOOT!
test again

Quick update , the box seems to be smaller now and change its position, im still downloading an old version of the driver

solved! , looks like my rainmeter is causing the problem, idk why tho

you have a rainmeter inside your computer case ?
