Weird resolution and looks like in safe mode?

I tried to start a game, and shortly after i got an error message about an nvidia component, I don't remember which one, had crashed. I clicked close the program, and shortly after my pc crashed. When it rebooted, my screen resolution was drastically different. And for some reason, signing into the pc and other tasks were slower. I also cannot open 99% of my programs. I also do not have access to my start menu or search bar. The only way I can start new things are through task manager. I figured my graphics drivers were broken, so I headed over to the nvidia website to re download the drivers. Windows didn't let me reinstall the graphics drivers, and gave me a bad image error and something about how the program was not designed to run on windows or something. I tried to refresh my pc, but windows said there was a problem refreshing your pc. I then tried to completely reinstall Windows out of desperation, and Windows couldn't do that either. I have no idea what to do, its clearly something driver related but I can't reinstall any drivers.. Or start from scratch in windows. It looks like I'm in safe mode, but it doesn't say I am.

Any help or tips are appreciated.
 
I don't think its my gpu. It only freaks out and flickers like that when I start counter strike. Any other game it's fine. This is the first time its actually ever crashed my computer from starting the game though. I'm pretty sure its a driver issue..
 


If it's only Counterstrike then what do you mean by "when it boots up, the resolution is completely messed up and I can't open open 99% of my programs?" I'm now completely stumped what your symptoms actually are. I wish you luck; perhaps another poster will have a better grasp at what you're gettng at!
 


I just explained my symptoms. I'm trying to explain to you that I don't think its my gpu, i think its a driver issue. Because it only messes up the display like that with one game. And I'm not sure why. It just now, for the first time crashed and messed every thing up. I'm saying I'm pretty sure my drivers are corrupted, but Windows won't let me install new ones or completely reinstall Windows itself. I can see why you got confused, but I meant after the game crashed my pc and my pc rebooted, every thing was messed up. I apologize
 




I don't wanna sound like a jerk, and forgive me if I'm wrong, but what does the power supply have to do with any of this, I know its working fine, my pc is turned on as we speak. This is a problem with my gpu, or at least something software related. But besides that, my power supply is a 750 watt evga. I'm unsure of the
Exact make and model, as it was gifted to me.
