Question Weird revving and constant reboot cycle ?

over the weekend we built this PC, got it booted up, installed windows, and everything was working perfectly fine. there were a few things not installed like the argb controller and some fans that weren't connected. well, i got around to connecting those fans, but before doing the controller, i tried starting it up again, and it did what it does in the video, as well as the monitor saying, display port not found.... i re-plugged the PCie on both ends, the 24 pin was giving us trouble, the CPU one too... but this revving just kept going, it sounds like it's constantly restarting. another issue we had was that some front panels weren't working, like reset, power off, i could turn it on but not off, unless holding it down for 5 plus seconds.
at a bit of a loss and not sure what to do, i'm not keen on pulling it all apart again, but may have to...

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.
