So i run Prime95 for first time and i used MSI afterburner to monitor my CPU temp.
Which it got easily at 75C.
But i could hear no fan.So i was like wtf why my fan ain't working at 100%?
So after running a few more programs i clarified the problem.
F-stream reads CPU temp as 61C (that's why i couldn't hear the fan)
and HWMonitor reads CPUTIN at 62C and TMPIN7 or package temp at 75C.

So i wonder since the CPU is such a small piece how can a part of it to be at 61C and the same time another part to be at 75C.Specially when all the cores work the same at 100%.
Should i worry about TMPIN7 at 75C ?

So i found this one:
"The CPU temp is your socket temp.
The package temp is you core temp. Keep an eye on this."
http://www.tomshardware.co.uk/answers/id-2226520/hwmonitor-readings-cpu-temps-package-temps.html
But it makes no sense...how can the socket temp be higher than the core temp?? Mine is the opposite.

Solution
So yeah i think i got it.
MB reads the "CPU temp" that is the temp sensor MB has on the CPU socket and it's obviously less than the core temp. Then it adjust fan speed accordingly.

As for the Core temp:
"Shutdown will happen at 95c on Tdie. 115c on Tctl.
Ran prime95 for a while (20+ minutes) at 85c on Tdie and it didn't shut down.
Didn't tighten my cooler all the way down and the system shut off at 95c Tdie.
This is with a 1600X. But Tdie will be the same on non-X CPUs."

So mine Tdie was at 75C and it had a long way to 95C.
So we are cool.

Thanks!

Well F-stream is not AMD Software it's ASRock's software. That is broken btw after some windows updates asrock doesn't seem interested in fixing it.Only use for it now is to monitor temp voltages and fan speeds can't adjust ****.

But since you mentioned it about AMD Software i used Ryzen Master and it displays the TMPIN7 or package temp as the CPU temp that is 75C.
So what does it says?

PS: I just noticed that the last BIOS update broke the memory reading on Ryzen Master.
I wouldn't recommend Asrock to anyone.
Terrible support and a hail of bugs.

1)i thought ryzen was thermothrottling at 75C

2)it gets at 75C pretty fast around 1m of prime95

3)the problem is that is 75C but the fan controller reads 61C as CPU temp

so what do i do?
ramp up the fan curve ?

1) No, above 80C is where you'll see some throttling and if it gets dangerously high the system will shut down.
2) Many CPU's will rise quickly but if it stays around that temp then your fine. I'd test using Small FFT's for about 30 mins.
3) Not sure why it's reading incorrectly, could be due to different software but I'd only use Ryzen Master for Ryzen CPU's.

You could increase the fan curve or get a better CPU cooler.

Ryzen Master has nothing to do with fans tho.

Although F-stream can adjust fan speeds i didn't even had it installed...cause i knew it doesn't work...and now i uninstalled it again.
Fan curve is controlled in Bios.

Well i could increase the fan curve not sure if i should do it tho.
I'm sure i have read that Ryzen has a 20C offset for temperatures spikes.
That is although they can get to 95C they thermothrottle at 75C for safety.
And some programs add that 20C offset to the real temperature.
