Question weird "shadowy" things when moving while looking on bright things in starfield ?

I played the game fine the first day when it released , but when I booted it up the next day this problem started happening and with it some micro stuttering . What could be causing this ?
my laptop's specs : ryzen 9 5900hx , rtx 3080m , 16gb ram ddr4 . tried updating the drivers and changing a lot of settings in nvidia control panels but to no avail .

You forgot to mention the make and model of your laptop. An SKU would help us two fold.

Might want to see if your laptop is pending any BIOS updates, then check to see that your OS is up to date as well. Then finally use DDU to uninstall all GPU drivers from your platform, then manually reinstall the latest driver for your discrete GPU sourced from Nvidia's support site, in an elevated command, i.e, Right click installer>Run as Administrator.

i expect its the game more than your PC

it might be ambient occlusion as it seems it doesn't update right away, try turning it off and see if it makes any difference.

I updated the post thank you , as for what you suggested I already tried checking for every update possible and I used DDU 2 times but to no avail , note that this is the only game I have this problem in

It's already off unfortunately , it's the only game that I have this problem on and I reinstalled it 2 times and deleted the shader cache still the same thing . I don't know how it worked perfectly the first day but got messed up the second ..

if its the only game with the problem, and its new, and known to cause other problems, I will point at the game and suggest you wait and see if there are any patches in the next few days.

I know it sucks but this is a Bethesda game, you lucky it runs at all.

now the problem SOMEHOW goes away when the game is in windowed mode , as soon as it's in borderless it comes back . still can't play tho since it doesn't scale to the whole screen

And the Steam forums seem to be full of people saying they have already refunded game. Lots of sour grapes. Not sure how helpful they will be for actually solving a problem. https://steamcommunity.com/app/1716740/discussions/

I expect problems like this will be fixed as soon as more people actually get them.

it seems to work fine now somehow . I like the game btw , a lot of people are hating on it because of these performance issues , hopefully they fix it soon .
