Weird shut downs

I've been having this issue for awhile now and cannot pin point it. Every now and then when shutting down my pc it will hang and the pc won't shut down. The monitor and everything turns off, though but the actual pc won't. If I tap on the case itself it will shut down. After this happens and I boot back into windows it sometimes hangs. I have to reset by removing the power for a couple of minutes and plug it back in and it will start up. I'm then usually prompted with a driver install and it shows my SSD driver install and my DVD-RW drive. I'm not sure if there's a way to troubleshoot whether its my PSU, MB, hard drives, etc.

Also, sometimes when trying to wake the pc it won't wake up. I have to hit the pc case and if that doesn't work I have to unplug it, wait, and reboot it. I've bypassed this issue by choosing High Performance and turned off all the sleep options for now.

Don't know if this is related but the Windows time is ALWAYS off. Also always wrong in the bios (I changed the battery twice, no difference)

Things I've tried:
Complete format and re-install windows 7 64bit
OCZ toolbox format and re-install windows 7 64bit
Change CMOS battery twice
Clear CMOS
Check all power and data connections (checked them probably 10 times)
New power cable
Some other things that involve cursing and a hammer (not really)
