Weird startup problem

Hi everyone,

So today I booted my computer and noticed something weird :

My PC starts up, shuts down after half of a second and then starts up normally https://youtu.be/nxvwnnN_Etg

It's not a big of a deal but it must be some kind of a motherboard or PSU problem ?
