Question Weird Stutter Overwatch

I recently moved, and the internet I got is pretty good, shouldn't be lagging, but I'm not sure what to think anymore. When I move my mouse in game, most of the time, I get the stutter, like the game is hanging on something, but the FPS is consistent. I'm not really sure what the issue is, I updated drivers, tried different settings within OW, and it still persists. Does anyone know what it could be? As someone who plays OW competitively, its a very frustrating issue.

<- You can see the issue here. Keep in mind, I'm moving my mouse smoothly. The issue continues to other games.

• GTX 1070
• 16GB Memory
• 550W PSU
• 275GB SSD

Have you checked in the event viewer for any odd errors near the time you're playing (stuttering) ow? also, are you using a wifi adapter?

Just looked at the Event Viewer, nothing seems to be connected to the stuttering. I'm using Ethernet.
