Question Weird stuttering in RDR2 ?

I'm back to playing the game after like a year, however every now and then I will encounter an issue where the game will run smooth until it stutters once, which is then followed by microstuttering (the fps drops from 60 to 59) almost like clockwork, like once every second. What is strange is that going to the settings and changing something e.g. texture quality seems to temporarily fix it, even if I switch it right back to its previous value. I don't understand it.

I'm not running anything in the background other than Windows stuff, all my drivers are up-to-date and my PC itself is more than capable of running the game at the settings that I run it at. I tried disabling fullscreen optimizations, switching to DX12, using high performance mode for the CPU/prefer maximum performance in NVCP, disabling HAGS etc.. nothing seems to work. I was running these same settings 2 years ago when I had a PC which was weaker in every single way. I also tried older BIOS versions/GPU drivers to no avail.

OS - W11 Pro
GPU - 4070 Ti Super
CPU - 14700KF
RAM - 2x16GB 6000Mhz DDR5
SSD1 - 980 PRO 1TB
SSD2 - 980 PRO 2TB
both disks are less than half full.
MOBO - Z790H
PSU - RM750X 2021, bought december 2023, brand new.
Peripherals - keyboard, mouse, speakers, monitor, same as before when it worked fine.
Network - wired.

Update your post to include full system hardware specs and OS information.

Include PSU: make, model, wattage, age, condition (original to build, new, refurbished, used)?

Disk drive(s): make, model, capacity, how full?

List all attached peripherals.

Start troubleshooting by using Task Manager, Resource Monitor, and Process Explorer (Microsoft, free)

Use all three tools but only one tool at a time.

Open the tool window and expand the window so you can watch. Let the system stablize and then move the window where you can continue to watch what is happening.

Open "Red Dead" and play as usual.

Simply watch the tool window for what changes when the stuttering begins along with the following microstutters.

It will take a bit of trial and effort to get a sense of how you can apply the tools.

Watch the graphical representations for peaks and valleys. Some resource hitting a high % of use.

The objective being to determine what resources are being used, to what extent, and by what process when the stutters occur.

Bear in mind that the stutters may be the result of some combination of usage with respect to system resources.

Take your time, be methodical, do not jump to any immediate conclusions. If something seems amiss or not as it should be then determine if you can consistently repeat the problem.
