Hello
I sometimes, in some games, get stuttering and FPS drops, usually after a few hours of gaming; But sometimes I get stuttering even at the start. Usually 50-80% of the GPU and 20-60% of the CPU is used. I get stutters in Insurgency sandstorm just after starting the game, after the menu. And in Assassins creed syndicate and Watch dogs 2, it started to stutter after a while of playing, about 2 hours.

My system is:
CPU: Intel i7 3770
GPU: GTX 1650
Ram: 8gb
Motherboard: P8H67

This would indicate lack of RAM capacity. Since when RAM fills up, it needs to erase old data before writing new data on it. This erase/write cycle can cause stutters.

8GB of RAM isn't much at today's standards, so, i suggest that you look into getting 2x 8GB DDR3 RAM kit, either 1067 Mhz, 1333 Mhz or 1600 Mhz frequency.

Ok i will buy two of these in a week or so. I have thought that it might be my ram but i wasn't sure. Thank you comrades.

If you want some good ram for cheap, ( my personal ram ) I would go for TEAMGROUP T-Create Expert overclocking 10L DDR4 16GB Kit But if you're just going to buy you're ram u have already that's fine as well.
How come you failed to notice that OP can't use DDR4? 🤔

Proper suggestion would actually be what OP can use. For example;
Kingston HyperX Fury 16 GB (2 x 8 GB) DDR3-1866 CL10,
Egg: https://www.newegg.com/hyperx-16gb-240-pin-ddr3-sdram/p/N82E16820104463

I have that very RAM running in my Haswell build (full specs with pics in my sig) and while it is rated for 1866 Mhz (since my MoBo supports those speeds + even faster ones), it also has XMP for 1600 Mhz and 1333 Mhz as well. Of course, the blue heatsinks it has, is best suited for builds with blue theme in it. Just like my Haswell build, which has black & blue theme.

and I don't have much budget, unfortunately
Feel free to pick the kit you like. Either the one i posted as an example (30 bucks) or something else.
