Question Weird visual glitch

Recently I have been getting a weird visual glitch with my PC. The video attached is one example of what I see in every game I play. I have updated drivers, rollback drivers, reseated the GPU, adjusted all graphic settings in game and still this issue persists. Any help or insight is greatly appreciated, thank you!
