Question Weird Voltage and Input Lag

So basically i play csgo and when game needs to be smooth like in clutch situations and etc i feel really bad input lag.I changed my motherboard and cpu but the issue still continued, then I fixed my electricity and grounded it and it still didn't work and now i notice that when playing, my cpu voltage drops (even tho i don't have my cpu overclocked) and my 12 volt also drops.Can someone tell me if this is normal and if it is not normal what can i do to fix it? My Pc Specs:
Mobo: GA-H81M-d2v
CPU: i5-4760K (Stock Not overclocked)
RAM: G.Skill Ripjaws 4gbX2 1600mhz
GPU: Gtx 750 ti Gigabyte.

and also its says that my ram frequency is 1333mhz because i changed it manually its usually 1600mhz

try setting csgo to the lowest quality and resolution

I already play on 640 480 with all low and my gpu is only 30% utilized at 300 fps.

parts are all fine so is the internet all i want to know is.Is voltage decreasing a normal thing while gaming? or not
