The whining noises were never there when I first build and started up the pc, and this build is about 1-2 months old now. I noticed a whining noise coming from the PC, I opened the pc and I think the sound was coming from the GPU. The sound only comes while I play some games, especially when I am in the main menu. Now I snooped around similar posts, and didn't really find any info, other than that the PSU should be changed because the GPU doesn't get enough power, which I am kind of doubtful of ... I mean its literally 2 months old. :??: And was told that the 650W should be enough. I new to PC building, or PC's in general, so I do not have a lot of knowledge about these kinds of things.
