Whenever I need to update a post on the UK site, I keep getting a popup
saying the last time I logged in I used [don't post your email address on the forum].
I can't get past that.
Way in the past, I might have used that email and login.
I have cleared browsing history and cookies to no avail.
I think that info is somehow being associated with my IP address or something.

I do and keep getting welcome back popup with an old email.
I can not post, even when logged in.
I am using IE11.
It says I am logged in, but when I try to reply, I get the welcome popup

Clear the cookie, try the .co.uk site first.
clear browsing history sometime don't clear the cookie
