WGR614v10 Netgear Router + Steam Slow Download Speed

Netgear WGR614v10 is the router with a Linksys switch for phone
Wi-Power is my ISP (Called twice they have said it isn't their problem to handle this)
One PC on network
No NAS
It has WiFi on the router.
Windows 8.1

Problem i'm having is that speed tests are normal and should be at the download rate they should be (6mb/s or roughly around 450-500 kb/s). Downloading something say CCleaner will download at around 400-500 kb/s which is normal speed. However... When i try to download on steam my download speed slowly goes up to 250kb/s which is what i have it set for right now then it slowly drops to around 80kb/s. I cannot access websites at great speeds and doing a speed test during this is very slow. No other devices are connected except this computer, no other downloads are happening in the background besides steam.

This also happens with some other instances, such as refreshing server browser in games to get a list of servers.

Starting the download on steam it says around 100kb/s is being downloaded on there and I can't access speed test page to use it. (Because sometimes it just won't load and when it does it's too slow to finish.)

I've tried the following things...

Port forwarding the ports.
Trying different download location (On Steam)
Lowering the bandwidth speed even lower in steam. (Set download speed cap still same result)
Turning off Windows Firewall
Firmware Updated
Non Wireless it is Ethernet Cable connected.

Right now im thinking it might be a router problem with it being flooded or something?
Help much appreciated.

Edit: Also I have just moved so this is a new ISP. My Previous ISP i didn't have this with.

You might try disabling QoS (quality of service)

Also from what I read on the net Wi-powers advertised speeds are burst speed, not sustained speeds. With the sustained speeds being about 25% of burst. (6m burst down being really 1.5 sustained)
