I dont have heating in my house, and some rooms like mine in the winter when its cold could go even to 0, I want to get my pc to my room because i have got a heating device but because of fuel usage it cannot run while i sleep and while im at school which is around 14 hours and room will probbably cool down a lot in that time and only bad thing about that temperature is condensation if im right. Sometimes when i leave my phone over night on the floor or desk when i take it in hands and if i exhale at it it gets foggy but i just wipe it with something and its fine. Since i would have to wait for pc and monitor to heat up to a certain temeperature i would have to wait some time for them to heat up and thats not what i can do and its a decider. So what are safe temepratures and do i have to worry if i turn on pc and moniotor while in the room is 5 C.

Temperature is less of an issue than is possible condensation. Warm air holds more moisture than cold air. Your phone is a problem because YOU are providing moisture from your breath and skin. You shouldn't be close enough for that to be a problem with your PC.
I think your windows (the glass kind) can be a guide to condensation. If you don't have condensation on the windows (which would be even colder than the inside air) then I don't think you will have any issues.

Whenever its cold windows just get foggy and wet if i try to wipe them off, is that the sign?
