What are dynamic lights?

Hello, in COD: Advanced Warfare, there is a setting under advanced video settings on PC that says dynamic lights and you can change it to any number 1-8. Mine is set to 8 but I was just wondering how much do dynamic lights affect your performance in-game as well as can you notice a difference when lowering them? What do you recommend I set mine to? I have an i5 4670k and an R9 280X. Thank you

This in no way answered my question and I have already googled 'stuff' so if you don't want to actually help people and you're just going to make smart remarks, get off Tom's Hardware. My question was what should I set these dynamic lights to and if there is even a difference. Thanks for wasting my time.
